Burnside developed the RPM (Route Patrol Manager) software as a tool for municipal roads superintendents, managers and supervisors to efficiently collect data with respect to Minimum Maintenance Standards for Municipal Highways (Ontario Regulation 239/02). "The standards were developed to provide municipalities with a legal defense against liability from actions arising with regard to level of care on roads and bridges." (OGRA, 2003).

This GIS application incorporates SmartMeasure, a technology that systematically improves efficiency of monitoring and measuring in the field, with the use of GPS and PDA technologies. This helps to identify the real world location by collecting geographic information automatically, leaving the user to simply identify any of the fifteen deficiencies identified by the Regulation.

The field data is downloaded to a computer workstation automatcally when the PDA is placed in it's cradle. During the download each road that was patrolled and not assigned a trouble-spot will receive an 'Acceptable' record with date, time and weather information. For each road that is identified as having a trouble spot, either a 'Needs Service' or a 'Compliant' record will be created, depending on the nature of the problem. Reports and work orders with accompanying maps can be generated to effectively deal with any maintenance issues. Regular reporting ensures trouble spots are fixed/corrected within the regulatory timeframe. You can also quickly identify the last time a road was patrolled and when it needs to be patrolled again.

Municipalities have found the Route Patrol Manager to be an efficient means of keeping their roads at an acceptable level of service. All municipalities intending on complying with Regulation 239 will also realize tremendous value in timesavings, not only for collecting information, but in the ability to retrieve records and produce reports in minutes if required for litigation or reporting to council.
